China Sets 4 Priorities for Industrial Energy Saving and Emission Reduction This Year

A senior official from the Ministry of Industry and Information Technology recently expressed on the Working Conference for Nationwide Industrial Energy Saving and Emission Reduction and Integrated Utilization that in 2010, China will take energy saving and consumption reduction, emission reduction and pollution control as important measures for adjusting industrial structure and shifting development mode; efforts in 4 aspects, i.e. energy efficiency assessment for investment projects, guidelines for the energy saving and emission reduction of key industries, industrial energy efficiency standard comparison and accomplishment, corporate energy saving management and objective responsibility appraisal and assessment, will be pushed forward as priorities.

The official pointed out that, establishing energy saving assessment and checkup system for industrial fixed asset investment projects is a fundamental measure for effectively controlling the energy consumption of newly-started industrial project from the source, and reining the blind, excessive speed growth of high consumption, high pollution industries, as well as an important measure for industry and informatization authorities to truly perform their duty in the aspect of industrial energy saving and consumption reduction.

The formulation and promulgation of energy saving and emission reduction guidelines for key industries will, through planning and guidance, technical standard, energy saving and emission reduction renovation demonstration project, and reinforced supervision, strengthen the specific guidance to industrial energy saving and emission reduction, and improve the level of energy saving and consumption reduction in key industries such as steel, nonferrous metal, and construction material, etc.

Pushing forward the industrial energy efficiency standard comparison and accomplishment will allow major energy consumption industries including steel, nonferrous metal, chemical and construction material to achieve substantial progression in enterprise energy efficiency level. China will implement the industrial product energy consumption cap standards for key industries in 2010, and cultivate a batch of advanced industrial models and examples.

Enterprise is not only the subject of industrial production activities, but also the subject of liabilities in reducing resource consumption, waste generation and polluting emission. The establishment of industrial enterprise energy saving management and objective/responsibility appraisal and assessment system will impose the target and tasks directly on enterprises.
